The hospital held an expert demonstration meeting on Qilu Hospital of Shandong University 14th Five-Year Plan in the Academic Exchange Center on December 7. Chen Guoqiang, academician of the Chinese Academy of Sciences, attended the meeting and delivered a speech via video link. Sun Hongjun, Vice President of Chinese Medical Doctor Association and President of Shandong Medical Association, Pan Jun, Deputy Director of Shandong Provincial Department of Science and Technology, Qin Kaishi, Party Committee Member and Deputy Director of Shandong Healthcare Big Data Management Center, Liu Hongwei, Secretary of Party Working Committee of Cheloo College of Medicine of Shandong University and Wang Zhipeng, Director of the Department of Discipline Construction and Development Planning of Shandong University, as specially invited experts and gave speeches. Hou Junping, Secretary of the Party Committee of Qilu Hospital, and Sun Hongjun, respectively, presided over the meeting report and demonstration, and President Chen Yuguo made a work report.





Chen Guoqiang fully affirmed achievements made by the hospital's career development since the "13th Five-Year Plan", and fully recognized the formulation process and content of the hospital's "14th Five-Year Plan". He pointed out that during the "13th Five-Year Plan" period, the hospital continued to make progress in terms of hospital scale, service capability, technical level, academic influence, brand reputation, etc., for the hospital to comprehensively build a domestic first-class, internationally renowned high-level research hospital during the "14th Five-Year Plan" period. The hospital’s "14th Five-Year Plan" formulated by the hospital has a high standing, clear thinking, clear orientation and practical measures, which fully reflects the hospital's profound grasp of the new stage, new concept and new pattern, and points out the direction for the future development of the hospital. He suggested that the New Plan should strengthen the thinking and planning of the homogeneous development of multiple campuses, the construction of the medical, teaching and research collaboration system, and the introduction of talents. He emphasized that it is necessary to highlight cultural leadership and cultural casting, so that the hospital spirit of “Healing the People, Pursuing the Truth of Science” and the hospital motto of “medical ethics, morality, and professional excellence" become the ideological and action consciousness of the hospital’s employees, devote themselves to the hospital's "14th Five-Year Plan" process.



Sun Hongjun pointed out that the Plan fully demonstrated the political position and responsibility of Qilu Hospital as a "national team" hospital. The Plan adheres to "three integrations", "four concentrations" and "six principles", and takes the implementation of the "five strategies" and the construction of "ten systems" as the main tasks, with clear goals and targets, comprehensive content, and powerful measures. "Extraordinary, leap-forward, high-quality" development path has been clearly described. He hoped that the hospital will further implement the Plan by innovating the working system and mechanism, carrying forward the cultural spirit of the hospital, expanding and enhancing the influence of the industry, etc. 


Hou Junping expressed that the hospital attached great importance to the planning and formulation work, which lasted more than half a year, concentrated the wisdom of medical staff and all sectors of the society, and formed the hospital's 14th five-year plan". He said that with the vision, wisdom and experience of strategists, the experts will guide the hospital, seek major events, and make up for shortcomings, helping us to grasp the times and seize the historical opportunity of the implementation of the "Healthy China" strategy and the high-quality development of public hospitals; it helps us to plan major events, and jointly promote the connotative development, innovative development and leap-forward development of the hospital; help us find measures and methods to solve problems, and promote the improvement of quality and efficiency of the work of hospital medical education, research and management.



Chen Yuguo made a report on the work related to the formulation of the hospital’s "14th Five-Year Plan", comprehensively reviewed the planning process, and focused on the main content of the "14th Five-Year Plan". He pointed out that the "14th Five-Year Plan" has important strategic and practical significance for promoting the hospital's high-quality development. Experts have put forward many practical measures in terms of development ideas, implementation strategies and action methods. The hospital will deeply understand, fully absorb it to output a more sound plan; in the meantime, in the implementation of the plan, it is necessary to pay attention to the systematic, integrated and integrated deployment of key tasks, and strive to create a model for high-quality development of public hospitals.


Experts gave guidance on the top-level design, main goals, implementation paths, and specific indicators of the hospital's "14th Five-Year Plan". At the same time, centering on the requirements of "three transformations and three improvements", we will discuss how to integrate and pool platform resources, achieve high-level scientific and technological self-reliance, build a high-level innovative talent team, promote the expansion and balanced distribution of high-quality medical resources, and improve the influence of Qilu Medical's brand. important constructive suggestions were made.
Heads of Shandong Provincial Department of Science and Technology, Shandong Provincial Medical Doctor Association, all members of the hospital leadership team, leaders of some key disciplines in the hospital and heads of relevant functional departments attended the meeting.
The hospital attached great importance to the formulation of the hospital’s "14th Five-Year Plan". Since the second half of 2020, heads of the hospital have led the formation of special work classes, formulated work plans, and carried out several special planning and scheduling promotions. The hospital has organized 7 expert consultation meetings and demonstration meetings, and invited medical scientists such as academicians of the China’s two academies, the National Health Commission, the Chinese Medical Doctor Association, the Shandong Provincial Health and Health Commission, the Shandong Provincial Department of Science and Technology, the Shandong Provincial Development and Reform Commission, Shandong University, and Shandong Health. Experts from higher-level departments and organizations such as the Medical Big Data Management Center take the pulse of the planning and continuously improve the forward-looking, scientific, instructive and operability of the planning. The special work class will adjust and improve the plan based on expert opinions, and submit it to the hospital decision-making meeting for deliberation and official release.
